Phase One
The school involves parents and community members in Creating Tomorrow activities.

The school assesses the current status of parent involvement and takes one or two concrete steps to increase active engagement.

The school informs families and community members about its goals for students and students' responsibility for meeting them.

The school identifies assets in the local community--health and social service agencies, youth-serving agencies, museums and cultural institutions, local libraries, local colleges and universities, etc.

Phase Two
The school experiments with new methods for welcoming parents and community members, such as parent centers, parent liaisons, shadow days and other proven vehicles.

The school develops alliances with families, working with them as learners, volunteers, and their children's teachers.

The school begins building partnerships with community groups to provide after-school programs, mentoring, career exploration, health/social services, service-learning opportunities and other forms of support.

Phase Three
Parents and community members are included in parent/student/teacher conferences and in judging student exhibitions.

Families are partners in their children's education; they are well-informed, are involved in their children's learning, and participate in decision-making.

Students have opportunities to develop citizenship skills, explore potential careers, and use the community as a classroom.

The community provides a wide variety of resources and supports for the school improvement effort.
